Business Management
BCS works with public- and private-sector organizations to streamline activities and dramatically increase efficiency. Our business management staff have extensive experience developing strategic and financial plans, identifying and implementing clear workflows, and automating business processes. In support of process automation, BCS has developed a number of business management and analysis tools that facilitate project management, planning, modeling and evaluation/review, event management, contacts management, and information sharing activities.
Budget Planning
BCS helps clients to effectively manage budgets by establishing organizational processes that support corporate financial business practices and by implementing information technology systems that support budget management staff. BCS encourages clients to evaluate current business practices to see how they may adapt their practices in a way that will provide a competitive edge. In addition to financial data collection and management, BCS professionals provide training, as well as technical and customer support for budget management systems.
Program Management Systems
BCS develops and implements Enterprise Resource Program systems to empower decision makers. These systems allow managers to develop multiyear and annual operating plans; budget, execute, and track funding related to congressional appropriations; and plan and evaluate R&D portfolios and milestones. Reporting capabilities include annual operating plans, spend plans, uncosted analysis, financial projections, and scenario planning.
Merit Reviews and Performance Evaluation
BCS staff organizes and implements technical merit reviews for federal programs, performing all aspects of coordination, documentation, and technical evaluation of applications. We designed and developed a merit review tool to facilitate the process of solicitation application reviews. The system allows reviewers and moderators to score, comment on, and build consensus on the reviews for applications. It enables a review panel to systematically evaluate a project against an established set of criteria. Each reviewer generates an individual evaluation record consisting of strengths and weakness, and a whole number score for each criterion. When the reviewer has completed their evaluation, the review tool can generate a report showing the complete, individual evaluation record.
In addition, BCS helps its clients to evaluate business and programmatic performance, quantify impacts, and analyze research and development portfolios. BCS provides expertise and IT applications to support performance metrics, GPRA, peer reviews, and program reviews.
Training
BCS trainers are skilled at conveying information in a manner that is easily understood by their target audience. Trainers are available to conduct classes at client sites or at the BCS training facility in Laurel, Maryland.
