BCS is a minority-owned small business with a 30-year history of helping government, research, and private sector clients implement their programs and missions and achieve success. We offer a breadth of professional support services in the areas of business management, communications, systems engineering, analysis, and organization performance. ALAIN WILLIAMS
Chief Executive Officer
Dr. Williams has nearly 25 years of experience providing management and strategy services, and he is responsible for overseeing all aspects of BCS’ service delivery. He is an organization strategist with extensive experience in strategic planning, business architecture, organization and governance structure design, and performance and change management.
Dr. Williams spent nearly 15 years working as an executive at Accenture, a leading global professional services company. He has advised Fortune 500 companies, federal and state government agencies—civilian and defense—and multilateral organizations (e.g., The World Bank) on effectively addressing complex organizational challenges. In addition, he was selected as 1 of 10 executives globally to manage the development of Accenture’s long-term corporate strategy.
Dr. Williams has a Bachelor of Arts degree from Harvard University, a Master of Science degree in Management Studies from the Massachusetts Institute of Technology (MIT) Sloan School of Management, a Master of Science degree in Real Estate Development from the MIT Center for Real Estate, and a Doctorate degree in Organization Change and Leadership from the University of Southern California. He is also a fellow of the Woodrow Wilson School of Public and International Affairs at Princeton University.
KENNETH GREEN
Executive Vice President
Mr. Green has more than 30 years of experience in the energy field, including extensive experience supporting federal and state government programs in the areas of energy security, energy policy, and advanced energy technologies. He oversees day-to-day operations of BCS’ technical support to its federal and state clients, which involves contract management, organizational planning, and engagement with prospective clients and partners.
Mr. Green has supported advanced technology research and development programs in roadmapping, program execution, outreach, and program evaluation. He has worked to improve energy emergency preparedness and response among state and federal clients; developed methods for performing situational assessment during energy emergencies; facilitated energy assurance workshops with state and industry stakeholders; and supported engagement with energy-sector stakeholders. He has provided economic and market analysis for private-sector clients in the oil and gas, cogeneration, and renewable energy industries.
Mr. Green holds a Master of Business Administration degree in International Business from Thunderbird School of Global Management and a Bachelor of Science degree in Government and Politics from the University of Maryland. He is a certified Project Management Professional® by the Project Management Institute®.
ROBERT NARANJO
Senior Vice President, Energy and Environment
Mr. Naranjo has 20 years of experience in technical analysis and management, including 17 years supporting government clients. At BCS, he has led several analytical and outreach projects for a diverse range of clients in both the public and private sectors. This work includes managing and overseeing extensive research, industry, and market analysis; developing research and development portfolios and technology roadmaps; organizing and facilitating project and portfolio reviews; and providing meeting planning support.
Mr. Naranjo has a Master of Business Administration degree from the University of Colorado Boulder’s Leeds School of Business and a Bachelor of Science degree in International Business from Georgetown University. He is a certified Project Management Professional® by the Project Management Institute®
FERIDUN ALBAYRAK
Vice President, Fossil Energy
Mr. Albayrak has 40 years of experience in the energy field and has been providing program and project management and technical support to the U.S. Department of Energy’s headquarters and field operations since 1978. His programmatic support areas include coal, oil, natural gas, and energy efficiency and renewables.
During his career, he has managed and participated in the technical aspects of program planning, analysis, and evaluation; strategic planning and roadmapping; new initiatives development and implementation; technology transfer; communications and outreach; energy resources and technology assessments; supply and demand trends analysis; and environmental and legislative impact assessment.
Mr. Albayrak has a Master of Science degree in Mineral Economics from Stanford University and a Bachelor of Science degree in Mining Engineering from Istanbul Technical University.
JEFFREY BLAIR
Vice President, Program Management and Business Support
Mr. Blair has 10 years of experience in business management, finance, budget, research, and reporting. He has directly supported budget offices across the U.S. Department of Energy (DOE), including the Office of Electricity, Office of Energy Efficiency and Renewable Energy, Office of Policy, and Office of Fossil Energy. These efforts include forecasting, planning, execution, analysis, reporting, and internal audit.
Mr. Blair also spent roughly two years as the Director of Research for Tandem National Security Innovations where he worked with partners from the Defense Advanced Research Projects Agency, Department of Defense labs, Department of Homeland Security, DOE, the U.S. Army, the U.S. Air Force, and many leading universities to identify emerging technology companies and promote higher engagement between innovators and national security research and development. In addition, Mr. Blair participated in the Financial Leadership Development Program with BAE Systems.
Mr. Blair received his Master of Business Administration degree from the University of Maryland, College Park and his Bachelor of Science degree in Business Administration from the University of Scranton.
COLLEEN TOMAINO
Vice President, Clean Energy
Ms. Tomaino has more than 12 years of experience providing a broad range of environmental consulting services to the federal government. This includes managing clean energy research and development projects, developing policy guidance related to environmental sustainability and regulatory compliance, writing technical reports and presentations, and implementing data collection and management tools. Her background in environmental science and its application to program policy allows her to provide clients with comprehensive solution analysis.
Ms. Tomaino received her Master of Environmental Public Policy and her Bachelor of Science degree in both Environmental Science and Policy and Government and Politics from the University of Maryland, College Park. She is a certified Project Management Professional® by the Project Management Institute®.
